Roos said dialogue with Jolly had been honest, with the relationship between the two parties "really good".
If a deal cannot be done, the 2005 premiership player and former Demon will remain in the harbour city for the 2010-11 seasons, as he is already contracted to the Swans.
"That's not going to do it. We've developed him as a star ruckman and he was fourth in our best-and-fairest last year and [picks] 14 down to 15 … won't do it," Roos said at Etihad Stadium on the first morning of trade week.
Roos says he realises why Jolly wants to return to his native Victoria, but he said the big man is also understanding of the Swans' needs.
"We've said we'll try and work with him and get him back to Melbourne and we're respectful of his family. He's got a wife and two young kids," he said.
"He's also aware that we got him at pick 15 and he's a mile better player than what he was when he first arrived. Everyone is on the same page; it's just whether we can do anything.
"If we can't, he may be still in Sydney by the end of the week."
Meanwhile, Roos said Carlton full-forward and 2009 Coleman Medallist Brendan Fevola remains unlikely to be recruited by the Swans.
"As it stands now, as I said last week, we weren't going to get involved in Fevola, if we couldn't do anything for him," he said.
"Before we discuss whether he fits into the club … we haven't even got into that point."
